Event on the margins of the Session of the Ad Hoc Committee to Prepare the Draft Text of the Rules of Procedure for the Conference of the States Parties to the United Nations Convention against Cybercrime
The adoption of the United Nations Convention against Cybercrime (A/79/460) requires sustained and meaningful engagement by stakeholders with the UNODC and the States Parties throughout the implementation process. Civil society, the private sector, academia, and the technical community bring indispensable expertise that enhances States’ responses to cybercrime, as demonstrated during the Ad Hoc Committee process, which was widely recognised for its inclusive, multi-stakeholder approach.
In light of the Convention’s broad powers, fostering active and structured multi-stakeholder participation is essential to uphold the principles of effectiveness, inclusivity, transparency, and efficiency set out in Article 57(b). This side event aims to provide a platform for States and stakeholders to consider how best to support meaningful participation in the Conference of the States Parties, to identify participation modalities that are conducive to comprehensive engagement, and to explore proposals for Rule 17 of the Rules of Procedure that would promote inclusivity and support the Ad Hoc Committee process in finding consensus.
