Call for applications for non-governmental stakeholders for the 2026 Constructive Dialogues

Application period: 14 January 2026 – 15 February 2026

Important Note: All interested stakeholders are required to apply for this call which is the ONLY one for all Constructive Dialogues taking place in 2026. All Constructive Dialogues will take place fully online.

The following Constructive Dialogues on the review process of the UN Convention against Transnational Organized Crime (UNTOC) and the Protocols thereto will take place in online format following the conclusion of the meetings of the Working Groups on the respective subject areas.

Dates:

  • Constructive Dialogue on Firearms: 13 May 2026
  • Constructive Dialogue on Trafficking in Persons: 26 June 2026
  • Smuggling of Migrants: 1 July 2026
  • Constructive Dialogue on Technical Assistance & International Cooperation:15 July 2026

Deadline for applications: 15 February 2026 midnight CET.

Please note that the details on the substantive topics of the Constructive Dialogues will be communicated gradually in the coming months.

The Objectives of the Constructive Dialogue, in line with paragraph 53 of the Procedures and Rules for the Functioning of the Mechanism for the Review of the Implementation of UNTOC and the Protocols thereto, are:  

  • Briefing participants on the developments and outcomes of the review process. 
  • Collecting input and suggestions from participants, including their contributions on ways to improve the implementation of the Convention and the Protocols thereto by States.  
  • Facilitating cooperation with and between non-governmental organizations to combat transnational organized crime and to promote and review the implementation of the Convention and Protocols thereto, in accordance with article 32, paragraph 3 (c), of the Convention. 

No specific country situation shall be mentioned during the Constructive Dialogues except by the country under review, which may voluntarily raise matters related solely to its own review.

Who can apply? 

  • Representatives of relevant non-governmental stakeholders, including non-governmental organizations (with and without ECOSOC status), academia, and the private sector.  

Note 1: NGOs with consultative status with ECOSOC (Economic and Social Council) are also required to apply.

Non-governmental stakeholders are advised to apply by the deadlines (15 February 2026), even if their participation is not yet certain, as there will not be a possibility to apply at a later stage. Stakeholders may apply to participate to more than one Constructive Dialogue, as relevant to their work.

Note 2: Descriptions related to the areas/focus of work provided by applicants from organizations that are not in consultative status with the ECOSOC will be shared with States Parties for approval as received. No editing or translation of the text will be performed by UNODC.
