Thematic discussions on Pillar IV: "Promoting international cooperation and technical assistance to prevent and address all forms of crime"

At the 2021 14th UN Congress on Crime Prevention and Criminal Justice Member States adopted by consensus the “Kyoto Declaration” (https://www.unodc.org/documents/commissions/Congress/21-02815_Kyoto_Declaration_ebook_rev_cover.pdf). Following the 14th Congress the Commission on Crime Prevention and Criminal Justice (CCPCJ) endorsed a multi-year workplan (https://www.unodc.org/documents/commissions/CCPCJ/CCPCJ_Sessions/CCPCJ_30/2021.07.08_Workplan.pdf) and will hold regular intersessional thematic discussions following the four pillars of the declaration, (PILLAR I Advancing crime prevention; PILLAR II Advancing the criminal justice system; PILLAR III Promoting the rule of law; and PILLAR IV Promoting international cooperation and technical assistance to prevent and address all forms of crime).


The thematic discussions on Pillar IV "Promoting international cooperation and technical assistance to prevent and address all forms of crime" will be held from 2 to 4 December 2024 in a hybrid format at the Vienna International Centre, and online. Three civil society panelists (one per thematic panel – three in total) and twelve civil society speakers from the floor (up to four speakers per segment – twelve in total) will have the opportunity to present their views. In order to ensure an inclusive, comprehensive and meaningful civil society participation, NGOs will work through the Alliance of NGOs on Crime Prevention and Criminal Justice (the Allian which has been requested to coordinate contributions.

The 2024 CCPCJ thematic discussions  on Pillar IV: "Promoting international cooperation and technical assistance to prevent and address all forms of crime" will be organized in a hybrid format (in-person participation combined with virtual participation).


Thematic Session 1 - Day 1 (2 December 2024):

  • International cooperation, including through capacity-building and technical assistance  
  • International cooperation to deprive criminals of their proceeds of crime

Thematic Session 2 - Day 2 (3 December 2024)

  • Terrorism in all its forms and manifestations

Thematic Session 3 - Day 3 (4 December 2024)

  • New, emerging and evolving forms of crime


Each of the thematic sessions will be organized in three parts:

  • I. Introductory presentations by UNODC;
  • II. Interactive panel discussion, and
  • III. A debate with interventions from the floor.


All panelists invited to deliver presentations will be encouraged to attend in person with a view to facilitate the panel discussion. Interventions from the floor (see above) can be delivered either in person or online. The meetings will be held in English only.
